Update -
Update from MS at 12:54pm EST:
Current status: Following the restart of the ISP's network components, we've received multiple reports from previously impacted users that the issue is no longer occurring. However, we've also received reports of persisting impact and we're collecting network diagnostics from these users to determine whether additional steps are required.
Scope of impact: Impact is specific to some users who are served through the affected infrastructure within North America. The issue appears to be limited to a specific local ISP with the majority of affected users being located in the North East region of the United States.
